In a large bowl, melt the chocolate chips by microwaving in 30-second intervals, stirring between each one. Stop when the chocolate chips are almost melted, but not all the way. They will finish melting as you stir them together.
Add the sugar and oil, mix well.
Add the eggs and vanilla extract, mix well.
Add the flour, cocoa powder, baking powder, and salt. Mix until totally combined.
Portion into rounded tablespoons and bake for 10 minutes or until the edges and tops are set.
